Sir Keir Starmer has appointed Antonia Romeo as Britain’s first female cabinet secretary and head of the Civil Service, marking a historic milestone in the more than century-long history of the role. Currently permanent secretary at the Home Office, Dame Antonia succeeds Chris Wormald, as the prime minister reshapes his senior team following a turbulent period in Downing Street.

Her appointment comes after weeks of speculation and renewed scrutiny over past allegations concerning her management style. Dame Antonia previously faced claims of bullying linked to her tenure as consul general in New York in 2017 but was cleared following a Cabinet Office inquiry. While reports suggested she later experienced “tough conversations” about aspects of her leadership approach, Number 10 insisted her record “speaks for itself”.
Announcing the decision, Starmer described her as an “outstanding public servant” with a 25-year track record of delivery and reform. He praised her professionalism and determination, saying she was the right person to drive forward a period of national renewal.
Dame Antonia called the role a “huge privilege”, pledging to focus on delivery, efficiency and innovation as the Civil Service works to implement the government’s agenda and meet pressing national challenges.
